The good, the bad, and the almost irrelevant. They are the miscellaneous characters that are there to answer that one question, explain away that one plot hole, assist in adding development to that actually relevant character, or give that good (or bad) advice. We usually never learn their names. They are there and they are gone as soon as they serve their purpose often never to be seen again. They may not be the most memorable but definitely have a role to play. If the "No Image" picture is used, it means that the particular character has only been mentioned and has never physically appeared.
Terror Fest
Chapter 1
Ann Baumgartner
She is your former high school English teacher. She's attacked by an unknown assailant two months prior to your return to Morilec Island, and she has two options for how to respond. In Chapter 4, Bex St. Regis tells you about the immediate aftermath of each choice.
If Mrs. Baumgartner pulls the fire alarm, the assailant attacks her in the hallway just before paramedics arrive to find her in a pool of blood. Detective Porter gives the scene a cursory glance before declining to write a report. If she runs away, the attacker kills her in the parking lot before apparently carrying her body back inside. Despite the bloody hallway and multiple stab wounds, the medical examiner rules her death to be a peaceful heart attack. Either outcome provides Bex with strong evidence pointing towards an official cover-up of the killer's murder spree.
Despite Bex heavily implying her death in both paths, you meet Mrs. Baumgartner in the hospital in Chapter 7 if she pulled the fire alarm. She has just completed her recovery and plans to leave Morilec to retire on the mainland. She's unable to recall the identity of her unmasked attacker due to trauma, but that she knew them and felt safe before they began their assault. All she remembers from the attack itself is a feeling of being manipulated and the smell of cherry blossoms, and she warns you to get away from the evil lurking on the island while you can.

Artie Atkins
You see him promoting his tourist trap prison tour and the history of Stabby Joe. When you confront him for trying to make a profit from real crimes, he claims you have no right to complain since Stabby Joe is your ancestor. He first appears as "Tour Guide." His character model resembles Luka from Laws of Attraction.
Bystander (1)
His character model resembles Sai from Sunkissed.
Bystander (2)
She says that maybe you should get the punishment that your ancestor should have gotten. Her character model resembles Davina Tierney from Roommates with Benefits.
Vendor
His character model resembles Javier from Rising Tides.
Bystander (3)
Her character model resembles a version of Reese from Surrender.
Stabby Joe Killer
At the party hosted by Destiny, they sneak up on Allen/Alana and slit his/her throat before chasing you. Depending on your choices, you can manage to evade them, and you can hurt them if you're armed with the knife. They eventually catch up to you and attempt to kill you, but only succeed in knocking you unconscious.
In Chapter 4, you can build a profile of the killer by examining their past victims that the Mayor has covered up. Based on the victims you examine, you determine that the killer is a young local who likes to get up close and personal with their victims. They stalk their victims because they saw something in them that inspires feelings of rage due to their victims having hope and optimism. Based on the fact that two different murders took place within 10 minutes of each other on opposite sides of the island, you theorize that there could be more than one killer.
In Chapter 6, you discover that their killing method is different from Stabby Joe's. While he tortured his victims by stabbing them repeatedly in the stomach before slitting their throat, this copycat gives their victims an almost peaceful death. In the same chapter, it is revealed that there were two copycat killers prior. One died in prison in the 1970s, while the other was active in the early 2000s and disappeared after 2003.
Chapter 2
Bystander (4)
After Allen/Alana's body is found, he accuses you of being the murderer. He appears first as "Guest," then as "Partygoer." His character model resembles Patryk Thorne from Crimes of Passion.
Officer (1)
His character model resembles Robert Gunderson from Open Heart.
Chapter 3

Her character model resembles Minako from Perfect Match.
Chapter 4
Reporter
Her character model resembles Ellen Thompson from Wishful Thinking.
Samuel Brown
One of the Killer's earlier victims. He was the class valedictorian and had just been accepted to an Ivy League school on a full ride. He went to a party in the woods with his friends, got separated, and was never seen alive again. His suspected cause of death was drowning. His body was found by the northern shoreline. His character model resembles Garrett from Nightbound.
Grant Scott
One of the Killer's earlier victims. A husband and father of two, he was killed by a knife. Based on the wounds, you determine that his killer was experimenting and enjoying themself. His character model resembles a version of Alan Park from High School Story: Class Act.
Dr. Kavya Shanthakumar
She successfully led a push for free healthcare on the island. The police refused to believe she was murdered as she was unlikely to have enemies on the island.
If Lucky is still alive in Chapter 12, you learn that she "got into a screaming match" with Dr. Shanthakumar after learning her mother had been placed in the placebo group for the doctor's cancer drug trials.
Her character model resembles Medhani Kapoor from The Deadliest Game.
Angie Davis
An influencer who had a fight with Destiny. A few days after the argument, she turned up dead. Her character model resembles Emerald Phan from High School Story.
Annie Campbell
She was Stabby Joe's wife and regularly visited him in prison. She first appears as "Woman." Her character model in Terror Fest resembles Constance Parsons from Desire & Decorum. She was given a new appearance in Terror Fest Origins.
Chapter 5
Guy
He is attending the Terror Fest parade when the killer pulls him into a hug and stabs him in the back. In the chaos of the parade, his collapse is not noticed until later. His character model resembles Finn Wildfire from Red Carpet Diaries.
Crowd Member (1)
His character model resembles Bennet from Bloodbound.
Float Guy
His character model resembles the axe murderer from The Sophomore: Hartfeld Horror Story.
Man in Crowd
His character model resembles Detective Foley from Ride or Die: A Bad Boy Romance.
Vampire Lady
Her character model resembles Elder Ferguson from Immortal Desires.
Coroner
She tells you Destiny's death is being ruled as an accident. She seems to non-verbally confirm your suspicion that Mayor Jackson is forcing her to not call Destiny's murder what it is. Her character model resembles Martha from Perfect Match.

Young Woman
Her character model resembles a version of older Mary and her outfit is the same as that of Felicity Holloway, both of whom are from Desire & Decorum

Mr. Delfin
He is Mayor Jackson's political opponent. Zaire claims that they were following him and noting his schedule because they want to work with him to make sure their mother doesn't get re-elected. His character model resembles Luis Hernandez from Surrender.

Judge Blake
He's the judge who ruled Joseph Campbell innocent of his accused crime and released him from prison. His name is revealed in Terror Fest Origins. In Chapter 2 of that book, Tommy Danes has the option to steal Blake's file on Campbell which references an alibi acquitting him of Dottie's death. Danes is convinced the alibi was faked by Annie Campbell and believes Judge Blake is allowing a murderer to roam free. Danes attacks Blake in his home, potentially dressed as Campbell, and impulsively stabs him to death to keep him from calling the police. His character model resembles a judge from Laws of Attraction.

Her character model resembles a version of the young main character from Getaway Girls.

Although she is identical to your ancestor Annie Campbell, the fact she appears on the modern-day island makes it clear she's not meant to be the same person. Her character model resembles Constance Parsons from Desire & Decorum.

Chapter 1
Dorothy "Dottie" Danes
She is Tommy's eight-year-old daughter and only remaining family member. She's killed by a drunk driver halfway through Chapter 1.
Marcus Blanchet
His character model resembles Augustus Blackwood from Mother of the Year. His fantasy appearance resembles a Fydorian soldier from The Crown & The Flame.
Kieran Blanchet
His character model resembles one of the Order of the Dawn Knights from Bloodbound.
Vendor
Her character model resembles Mrs. O'Malley from Desire & Decorum.
Priest
His character model resembles the priest from Open Heart.
Warden Harvey Di Palma
He is the Warden of the Morilec Island Penitentiary and Tommy Danes' boss. Chapter 3 reveals he is the one who killed Dottie after he accepted a bribe of illegal brandy and drove while intoxicated. In Chapter 4, Tommy confronts and fights him. If he loses, the Warden kills him and the scene restarts. If Tommy wins, he kills the Warden instead, with the premium option of tormenting him into confessing what he did to Dottie before he dies.

When the book first debuted, her character model resembled Hana Lee from The Royal Romance. This was changed less than a week later.

Silas "Sly" De Leon
He's a friend of Joseph Campbell's. The two of them were drinking together at the Blue Note jazz club when it was raided, and Joseph fled rather than trying to help Silas. In Chapter 3, Sly is revealed to be the leader of the island's bootleggers. When confronted by Tommy, he reveals that he was angry enough at Joseph right after the raid to let him take the fall for Dottie's death, but his conscience got the better of him and he eventually came foward to provide the alibi that led to Joseph's release from prison. Sly further reveals that he only escaped arrest himself by bribing Warden Di Palma with brandy, which led to the Warden driving drunk and killing Dottie. Tommy then murders Sly for the role he played in his daughter's death.
Guard
Officer Aiello
He is one of Tommy's colleagues. In Chapter 4, Tommy kills him when he tries to alert the other guards after the warden is killed.
Inmate
His character model resembles Peter Koenig from Laws of Attraction.
Samuel Donovan
Officer Rodriguez
He is one of Tommy's colleagues. In Chapter 4, Tommy can choose to kill or spare him.
Chapter 2
Dr. Azalia Cross
She is the newly appointed psychiatrist at the penitentiary who puts Tommy through a psych evaluation. Whatever Tommy's answers, she still suspects him and trails him for the rest of the book.
In Chapter 4, Cross finds out Tommy killed the warden, and she tries to talk sense into him but fails, and Tommy has the choice to kill or spare her. If Tommy spares her, she alerts the other guards in the prison to his murder of the warden as he tries to escapes for the Campbell residence to kill Joseph and his family.
The next morning, Cross is part of the crowd that watches Joseph be manhandled into the precinct in cuffs by the police for Tommy's murder and suspicion for his serial killings, looking on in silent horror. When Joseph is convicted days later, Cross reaches out to his wife, Annie, to inform her she'll testify to what really happened, something that Annie relays to him while visiting him in prison.

Mrs. Danes
She was Tommy's wife and Dottie's mother. Players can choose her first name, with the default being Marie. Her character model resembles Ines Delarosa from Open Heart.
Although she has the same face as the updated character model for Woman (3) from Chapter 1, the fact she died 6 years prior makes it clear she's not intended to be the same person.
Alibi
His character model resembles Nikolai Petrov from Veil of Secrets.
Billy
He is Judge Blake's pet pitbull.
Tim
He appears as "Miner." When Tommy Danes hides in the tunnels after killing Judge Blake, he notices two miners that are actually bootleggers, using the tunnels to discreetly transport alcohol. Because he believes Campbell killed Dottie in a drunk driving accident and blames alcohol for it happening, he intends to make the miners his next victims for illegally distributing it in the first place.
Jerome
He appears as "Miner." Tommy Danes potentially scares him and Tim out of the Mines, before destroying their illegal stockpile of brandy.

In Chapter 6 it is mentioned that he accidentally shot someone, but the Judge ruled that he acted in self-defense. His character model resembles Pierce Sterling from Veil of Secrets.
David
He is Thad's husband and one of your grandfathers. Although he has the same appearance as the Neighbor from earlier chapters of Terror Fest Origins, the fact he lives several generations later makes it clear he's not meant to be the same person.
Townsperson
Although she has the same appearance as Woman (4) from Chapter 3, the fact she lives several generations later makes it clear she's not meant to be the same person.
