Luis has short brown hair, tanned skin, and hazel eyes. He wears a blue suit with a white shirt, a red and gray stripped tie, and a pin with the American flag on the left side of his suit.
Personality
Although Luis acts publicly like a "man of the people", in reality, he is a rather stoic individual and not the type to cut loose with his constituents. His publicist always tells him this.

Luis is your boss. In Chapter 5, he helps defuse the situation by asking Emerson to apologize for his action. He also compliments you for standing up to him. In Chapter 15, if you decide to go racing with him, Attorney, and Grace Chou, he thanks you for helping him secure Grace as a donor to his campaign. He also learns that you are in the middle of a divorce and gives you the rest of the day off.
