In Chapter 14, he states that no matter what you think of him, he would never kill anyone.
Background
According to Joanna, he's one of the top neurologists in the state, and he became one so that he could treat her epilepsy.

Relationships
Joanna Morgan
Joanna is Dr. Morgan's daughter. He and his wife made her wear long skirts, and sent her to a conversion therapy when she was twelve, after she admitted that she liked girls. They also made her see a therapist once a week, and then claimed that she was "cured". Joanna says that they'd rather pretend that she was straight. She intended to flee to New York City after her 18th birthday to escape them. Joanna was also worried they would send her to conversion therapy again. In Chapter 11, they kick her out of the house after they find out about her relationship with Gabbie. In Chapter 14, when she helps your group track down her father at the Winter Formal, you all learn that he is having an affair with one of the teachers that Mrs. Morgan is unaware of. Joanna can stand up to him in a premium scene. She then takes a picture of them both that would give away the affair if she sent it to her mother. He starts begging her not to send it and offers to let her move back home and get her a new car in return. It is up to the player if Joanna actually sends it to her or deletes it in exchange of them both never contacting her again.
Mrs. Morgan
During the Harvest Festival in Chapter 12, you see them arguing, but once they realize that someone might notice, they pretend that everything is alright and change their demeanor. His wife is unaware of his affair with one of the teachers and doesn't want her to find out. It is up to the player if Joanna sends her a photo as proof of his affair.
You consider him a prime suspect to Gabbie's murder, because he works at Beachwood Hospital and runs a clinical trial with the same drug that Gabbie was injected with, and because he chaperoned the Homecoming Dance. Joanna doesn't want to believe that it's him, but at the same time she says that he's not a kind man and that it's possible that he killed Gabbie if he found out about her and Joanna.
