Chief Kelley, a character in the It Lives Beneath book, was the chief of police in Pine Springs until his death in Chapter 14. He is first seen in Chapter 2.
Appearance
He has tanned skin, brown eyes, gray hair, and a light stubble. He wears a sand brown police uniform with a police badge and a brown hat.

Relationships
Parker Shaw
According to Parker, Chief Kelley's intervention in his life prevented him from going to juvie, and he looked up to the chief as a result. Chief Kelley all but raised him. Abe showed him he could have a better life, that he deserved a better life, and was the reason Parker became a cop. Parker tries to hold on to the hope that Abe is a good man, that he's not at fault and he's trying to contain a very complicated situation and keep everyone safe; however, his hope is lost when Abe pulls a gun on you in the tunnels.
If Parker's nerve score is low in Chapter 14, he accidentally shoots and kills Chief Kelley. Racked with guilt, Parker leaves your group. If this happens but his nerve score is higher than one of your friends, he will send you a message in Chapter 17. He is cleared by the FBI but says that he is not able to face the judgement of the other cops on the force.
If Parker's nerve score is high in Chapter 14, he dismantles Abe's gun, telling the latter that he taught him better. Later, Parker is horrified to see Abe killed by one of the monsters.
Arthur
He is another cultist. Chief Kelley arrests him for the alleged murder of Elliot's parents.

Trivia
- He is about the same age as Arthur. However, his connection to the Power preserves his youth, as it does for Astrid and Vincent.
- He's the only high ranking cult member who does not possess powers. Evidence of this was he died by being mauled by monster bears unlike other cult members who died by being stabbed by the exact same marlinspike they used on Josephine.
- He is killed by a Monster Bear in Chapter 14, unless Parker had already accidentally killed him via a gunshot wound due to his low nerve.
- He bears a resemblance to comedian Jon Stewart.
